蒋慧英，毕业于天津东方艺术学院中国画山水、花鸟画专业。后又毕业干攀枝花大学汉语言文学专业。从小酷爱艺术，擅长写意花鸟画，对齐白石的花鸟画颇有研究，并拜我国著名画家王西林老师为师。后又拜名家马小松老师为师。集各名家之长，在继承传统的基础上，花鸟画有自己的特色，其中尤为牡丹最具特色，作品灵动、大气、虚实多变，色调厚重，艳而不俗，雅俗共赏。在中国画笔墨的韵律中不断探索、寻求自己的风格。
现为中国美术家协会会员，北京京华阁书画院常务理事，国礼艺术家，四川省美术家协会会员，中国国画家协会会员，中国人才艺术研究会学术部委员，新加坡新神州书画院高级艺术顾问，日本国艺书道院客座教师，西班牙皇家艺术家协会会员，并已成功创建百度百科。作品和简历被中国名家书画市场官网，中国网，环球文化网，华夏艺术网，一号收藏网等七十多个网站报道宣传。美术教师，长期从事美术教育和花鸟画创作，多年来参加各种展览分别获得金、银、铜等各种奖项。作品简历刊登于《国画家杂志》《中国美术全集》《中国艺术博览和收藏指南》《当代绘画艺术》《历代中国书画名家精品集》《中国现代艺术精品集》《中国历代书画名家宝典》《海峡两岸中国名家大辞典》北京荣宝斋主编的画册《首届环渤海美术、书法作品集》《中华之魂一庆祝中华人民共和国建党100周年书画集》《世界名人录》《中华龙坛名家经典》《艺术为人民》等三十多种画册和辞典。

Jiang Huiying graduated from Tianjin Oriental Art Institute, majoring in Chinese landscape and flower-bird painting. She then graduated from Panzhihua University, majoring in Chinese language and literature. She loves art since childhood and is good at freehand flower-bird painting. She studied Qi Baishi’s flower-bird paintings and learned from Wang Xilin and then Ma Xiaosong, both of whom are China’s famous painters. She collected the advantages of famous painted and created her own characteristics in flower-bird painting with the inheritance of tradition. Her paintings of peonies stand out. They are dynamic, imaginary and real, heavily toned, showy yet not flashy, and elegant and popular. In the rhythm of brush and ink of Chinese painting, Jiang constantly explores and seeks her unique style.
She is now a member of the China Artists Association, executive director of Beijing Jinghua Pavillion Academy of Painting and Calligraphy, a National Gift Artist, a member of the Sichuan Artists Association, a member of China Traditional Painters Association, a member of the Academic Department of China Talent and Art Institute. She is also a senior art consultant at Singapore New Shenzhou Calligraphy and Painting Institute, a visiting teacher of the Japanese Academy of National Arts, and a member of the Spanish Royal Artists Association, and she has been included in the Baidu Encyclopedia. Her works and experiences have been reported and promoted by more than 70 websites including the official website of the Chinese famous painting and calligraphy market, China.com, Global Culture, Huaxia Art, and No.1 Collection. As an art teacher, she has been engaged in art education and flower-bird painting creation for a long time. Over the years, she has participated in various exhibitions and won multiple awards.
